Shift-share analysis and local council report on economic futures.

Background: Shift-share analysis is a common economic tool used by governments and consultants for urban and regional planning and economic development. Shift-share analysis is one way to assess the local economic base of a region or local government area, and account for its competitiveness vis-a-vis the wider state or national economy.

The analysis decomposes residential employment changes within the local economy over a fixed period of time (usually 5-10 years), disaggregating the drivers of employment change for each industry. Shift-share analysis separates the contributions to employment change made by national, industry-specific and local components, in order to ascertain regional dis/advantage. This then allows planners and analysts to identify the strengths and weaknesses of the local economic and employment base, and to provide recommendations to enhance growth and/or shoreup decline.

The brief: You have been asked by a council to prepare a brief report on economic changes in the local government area using a shift-share analysis of local employment change.

Choose one of these five local government areas for your report:

  • Parramatta City Council
  • Liverpool City Council
  • Penrith City Council
  • City of Canada Bay
  • City of Botany Bay

Your brief economic report to the council must comprise the following:

(1) Outline the structural economic changes in the LGA relative to NSW that have occurred over the time period given in the practical workshops. Use ABS data on Employment by Industry (Place of Residence) to conduct a shift-share analysis.

(2) Make a set of recommendations about howthe council could respond to both the economic strengths and weak-nesses identified through the shift-share analysis.

(3) Using your knowledge of the diverse economy, conclude with a critical reflection on your shift-share analysis and what has, potentially, been left of out the picture.

You will still need to provide background and justifications for your recommendations to council based on the content of, and readings for, the theoretical workshops, as well as additional academic and professional literature (i.e. you will need to do some library and literature searches).

You will build your analysis, findings and recommendations on the shift-share analysis you will conduct in assessment workshops #2, 3 and 4. You will be shown how to obtain ABS datasets for the five LGAs above, and in the workshops I will take you step-by-step through the ins, outs, components and aims of shift-share analysis. This includes both doing the calculations and interpreting what the results mean.

You will be asked to begin to prepare your report between assessment workshops #3 and #4, and bring your material to assessment workshop #4, in which there will be ample time for discussion and consultation about your report.
